Passed peacefully away on November 26th, 2025, age 88 years. Cyril was predeceased by his parents: Senator James and Kathleen Duggan, brothers: Daniel Broderick Duggan (Brock), Bill Duggan, sister-in-law: Kay Duggan, brother-in-law: Bernard Russell, mother-in-law: Rita Marr, father-in-law: John Marr, brother-in-law: Glen Lessard, lifelong friend since the age of 9: Jerry Baird and nephew: Jason Stratton. 

Left with fond and loving memories: loving and dedicated wife of 38 years: Elaine, daughters: Kirby LeGrow (Colin), Kathleen Kelly (Norm), Lisa Blundon (Gene), sisters: Katy Russell, Shirley Testerink (Dirk), Judy Shannahan (Bob), brother: Jim Duggan (Sharon), grandchildren: Duggan LeGrow, Hayden LeGrow, Kendra Cheney, Keon Cheney, Mitch Reid (Samantha), Ryan Reid (Rikki), Nicole Reid (Jessica), Kristen Blundon, great-grandchildren: Morgan Reid, Lexi Reid, Avery Tetz, sisters-in-Law: Judy Stratton (Joe), Florence Lessard (Dave), lifelong friends: Ada Barbour, Nita Baird, and many nieces, nephews, cousins and friends.
